April 2010 - A joint project "Volunteers for Vigilant and Security (V4VS)" with Islamabad Territory Police (ITP), National Volunteer Movement (NVM) and Ministry of Youth and Affairs, Government of Pakistan to create awareness and sensitize community on their responsibilities toward Society, State, and the Country and their possible contribution to be vigilant and cope with the Safety and Security Issues especially in their surrounding areas.
UGOOD believes in Volunteerism and has always promoted & encouraged the provision of services to humanity on a voluntary basis by making volunteer activities a substantial part of all UGOOD projects. We believe that volunteers play a vital role in improving the lives of unprivileged and deprived population especially in time of natural and human made disasters and can help bridging the gap between resources available to and required by the community to effectively launch and sustain any social development initiative.
Since its inception, UGOOD has strived to unite and organize Volunteers irrespective of their religion, ethnicity, caste, race, language, qualification or background and to provide them an effective forum through which they can utilize their capabilities to serve the nation. We specially encourage youngsters to come forward as volunteers and play proactive role to bring a positive change in our society which is at present in a dismal situation from a humanitarian perspective.
In response to the prevalent security situation of the country UGOOD has taken a special initiative by launching a project titled “Volunteers 4 Vigilance & Security (V4VS)”. The purpose of this project is to select, organize and train groups of volunteers from the community, who shall be responsible to sensitize their respective community members over their roles and responsibilities for improving safety and security situation in their surroundings. The theme of the project is to motivate and involve community to actively contribute for restoration of law and order situation in the country. The project shall bring awareness about the fact that apparently little and insignificant efforts from community members can actually bring a colossal change in society. The project has been launched with the cooperation of Islamabad Capital Territory Police (ICTP), Rescue 15, Islamabad Traffic Police (ITP), National Volunteer Movement (NVM) and Ministry of Youth Affairs (MoYA), Government of Pakistan.
OBJECTIVES OF V4VS
Main objectives of the project are as under:
- Through volunteers creating awareness and sensitizing community on their responsibility toward society, state and country and their possible contribution to cope with the safety and security issues in the country especially in their surrounding areas.
- Through volunteers, bridging gap between ordinary citizen and law enforcement agencies especially Islamabad Police and promoting a positive and trustful relationship between them.
- Through volunteers, motivating the community members to play proactive role in restoration of Peace and Harmony in the country, to identify any suspected unlawful activity being undertaken in their surrounding and report to the relevant authorities.
- Capacity building of Volunteers in order to enable them to work efficiently and assist Islamabad Capital Territory Police for their effective functioning.
- Creating a sense of belongingness and social inclusion among community members and make them sensitive and responsive of the unlawful/unethical and anti-social activities happening in their surroundings.
- Generally promote a culture of Volunteerism for social service amongst the community members’ especially targeting male and female youth and encourage them to contribute for betterment of humanity.
- Last but not least Volunteers shall act as an Emergencies Response Team-ERT enthusiastically available to help in case of natural or human made disasters.
PROJECT DESCRIPTION AND ACTIVITIES
Under the project a total of 5000 volunteers shall be selected from all sectors and surrounding areas of Islamabad. Initially UGOOD team has selected and associated more than 150 volunteers from Sector G-11. Each volunteer shall be required to observe a “Volunteer Code of Conduct” issued by UGOOD in consultation with NVM and Law Enforcement Agencies.
VOLUNTEERS SELECTION AND REGISTRATION
Each Volunteer shall be registered him/herself at UGOOD website filling up the online form and submit personal information including National Identification Card-NIC along with latest passport size picture at UGOOD office. Once it registers at online then each Volunteer will get the confirmation e-mail and copy will go to UGOOD IT database for back up. The volunteer registration process shall include to verification of the background and the current status of the prospective volunteers in cooperation and consultation with Law Enforcement Agencies.
TRAININGS AND CAPACITY BUILDING OF VOLUNTEERS
Volunteers shall be provided with special training in collaboration with National Volunteer Movement (NVM). These trainings shall include trainings on identification of suspected persons and objects, training on how to report and coordinate with law enforcement agencies, general trainings to make them a more effective and responsible citizen.
VOLUNTEERS COORDINATION UNIT- VCU
VCU will be responsible to provide a Central Coordination Platform for coordination amongst Volunteers and Islamabad Capital Territory Police. Each partner of V4VS project will identify and nominate their focal person to coordinate with Volunteers Coordination Unit-VCU.

MOBILIZATION
Volunteers in each of the above target areas will be Mobilized and handed over the responsibilities with the approval and consent of Islamabad Capital Territory Police. Volunteers Coordination Unit-VCU and focal persons shall coordinate the activities of these volunteers.
AWARENESS CAMPAIGNS FOR COMMUNITIES
UGOOD volunteers, Islamabad Capital Territory Police and National Volunteers Movement shall jointly hold meetings, discussion forums, seminars and workshops to involve the community in the process of restoring Peace and Harmony in the country, take communities into confidence and sensitize them on their own responsibility towards country. These activities shall be conducted in schools, colleges, universities and community places. The efforts done by the Law Enforcement Agencies and Government to resume the status of security and safety shall be highlighted and cooperation of community shall be sought in this regard.
REWARDS
In order to encourage and motivate volunteers, the performance of volunteers shall be evaluated on monthly basis and one volunteer shall be selected as Volunteer of the Month. The Volunteer of the Month shall be given a cash reward of up to Rs.10, 000/- in recognition of his/her outstanding performance, along with certificates.
